A Trojan horse is a virus that allows hackers to easily, and agencies other law enforcement and the FBI, CIA, etc., record VoIP calls. Far as VoIP calls and calls recoding of law enforcement in the United States, this is more likely something illegal and they were excluded only for this action as a court order to check criminal suspects VoIP calls.
